Core Values
In order to fulfill the Vision and Mission of the Metro Manila Health Research and Development Consortium (MMHRDC), we, the member institutions of MMHRDC shall pursue the following core values: Technical Excellence, Resource Sharing, Ethical Fortitude, and Mutual Respect.
Technical Excellence
We shall use and adhere to internationally accepted standards and metrics in design, conduct, analysis, and reporting of health research. In all our interactions within and for the Consortium, we shall encourage each other on the imperative of the scientific method of inquiry.
Resource Sharing
We shall exert utmost effort to share time, expertise, funds, information, or skill as requested by fellow member institutions and other consortia. We shall also properly and promptly attribute and acknowledge all resources that were made available to us. In order to maintain fairness and minimize conflict, we shall execute legal instruments such as contracts and memoranda of understanding or agreement in inter-institutional collaborations.
Ethical Fortitude
We shall respect intellectual property rights in accordance with prevailing laws, with regard to publication, patenting and non-academic media exposure. We shall not fabricate, falsify, nor plagiarize data and analyses. We shall not plagiarize the work of others. We shall also declare possible conflict of interests before the beginning of any research or other research related activities. We shall form and abide by the rules set forth by the Steering Committee of the MMHRDC on how to manage our declared conflict of interest. We shall practice transparency and accountability at all times, especially in financial reporting and the submission of required deliverables. We shall observe a non-compete policy of one (1) year, which shall be applicable to research ideas, results, and personnel.
Mutual Respect
We shall also interact with each other with honesty, courtesy, and integrity. We shall hold our actions, words, and deeds accountable to all members of the Consortium. We shall be punctual in all meetings, and submit on time all deliverables we agreed to. In engaging with other member institutions, we shall give due consideration to the same if there are concerns related to heavy workload, time deadlines and lack of resources needed for deliverables. Nevertheless, we should endeavor to provide services requested of us despite difficult circumstances, consistent with regulations stipulated by the MMHRDC Manual of Operations.
Functions of MMHRDC
The following are the roles and functions of MMHRDC. These functions are implemented through the different MMHRDC Committees:
- Support the implementation of research programs targeting priority health problems. The lead committee for this function is the Research Management Committee.
- Sustain research activities of partner institutions by establishing a system of collaboration and resource sharing among MMHRDC partner institutions and by generating funds for priority MMHRDC activities. The lead committee for this function is the Resource Mobilization Committee.
- Support PNHRS goals by enhancing and sustaining MMHRDC activities through the active participation of institutional partners in all MMHRDC activities. The lead committee for this function is the Structure, Organization, Monitoring and Evaluation Committee.
- Create and sustain enabling research environment among NCR institutional partners through timely, effective, and efficient monitoring and evaluation of MMHRDC strategies and activities. The lead committee for this function is the Structure, Organization, Monitoring and Evaluation Committee.
- Develop/strengthen capacity in human resources, and systems for health research and development. The lead committee for this function are the Capacity Building and Ethics Committees.
- Promote the dissemination, utilization/commercialization, and publication of health research findings. The lead committee for this function is the Research Utilization Committee.
The Philippine National Health Research System (PNHRS) Roadmap (Annex 1) was the basis for the 2023 revision of the above-mentioned roles and functions of MMHRDC as well as that of the six working committees.
