Organizational Structure, Committees, Component Bodies, and Members
The MMHRDC is composed of the following Committees and Component Bodies:
Advisory Board
The Advisory Board is composed of all the heads of MMHRDC member institutions.
This collegial body shall provide policy advice and directions.
Steering Committee
The Steering Committee is the executory body of the MMHRDC, but it is ultimately responsible to the MMHRDC Advisory Board. It is composed of the official representatives of the four core agencies of PNHRS (ie: DOST-NCR, CHED-NCR, DOH-NCR, and UP Manila), the six MMHRDC committee chairpersons and the Consortium Director. It is chaired by the convenor of the MMHRDC, which is the Chancellor of the University of the Philippines Manila (UPM).
The following are the functions of the MMHRDC Steering Committee:
- Oversee the overall implementation of MMHRDC programs and projects.
- Coordinate with the individual committees’ programs and activities.
- Provide technical and policy advice to ensure that the stewardship and leadership of the MMHRDC are aligned with the health and health-related needs of the country in general, and of the National Capital Region, in particular.
- Provide a consultative and participative environment for sound policy development and action.
- Evaluate the performance of the Secretariat to ensure effective and timely implementation of MMHRDC programs/projects and activities.
Secretariat
The Secretariat functions to coordinate all efforts of the different committees of the Consortium and shall take charge of the administrative functions, including but not limited to fiscal management and inter-institutional coordination.
Research Management Committee (RMC)
The Research Management Committee (RMC) is charged with various affairs concerning the management of planned, ongoing, and concluding research projects.
The Committee’s functions are the following:
- Identify research programs and projects which are in accordance with the National Capital Region – Regional Unified Health Research Agenda (NCR-RUHRA) and the National Unified Health Research Agenda (NUHRA).
- Conduct technical review/evaluation of R&D project proposals submitted by researchers from MMHRDC member institutions.
- Provide technical assistance in the development and actual implementation of
health research projects of MMHRDC member institutions. - Monitor the implementation of research projects funded by PCHRD through
MMHRDC.
Ethics Committee
The Ethics Committee shall be the authority on research ethics within the Consortium and shall be composed of member institutions with interest in capacity development in ethical issues of health R&D activities.
The Committee’s functions are the following:
- Advocate the adoption of PNHRS guidelines on ethical standards and practices in health research in Metro Manila.
- Encourage the establishment of institutional Research Ethics Committees (RECs) that are accredited by the Philippine Health Research Ethics Board (PHREB) in health research institutions/organizations in Metro Manila.
- Provide continuing education/updates and advocacy activities on ethics in health research for members of institutional ethics review bodies in Metro Manila.
Research Utilization (RU) Committee
The Research Utilization (RU) Committee, shall be the body concerned with the dissemination and translation of research output for the benefit of policy-makers, service providers, and the general public.
The Committee’s functions are the following:
- Facilitate dissemination of completed researches to scientific/professional communities through the conduct of research contests, poster and oral presentations, and publication in scientific journals.
- Disseminate research findings through the MMHRDC or PCHRD websites.
Capacity Building Committee (CBC)
The Capacity Building Committee (CBC) is composed of representatives from member institutions that can facilitate capacity development activities to enhance the capacity of MMHRDC member institutions to do research.
Resource Mobilization (ResMob) Committee
The Committee on Resource Mobilization is composed of member institutions that will plan and spearhead collaborative activities, provide technical advice to secure sustainable financing, grants and opportunities and; ensure equitable, effective and efficient use of resources for health research and development. The goal of the ResMob Committee is to sustain the research activities of partner institutions by establishing a system of resource sharing among the MMHRDC members, and to improve ways to access resources to fund priority MMHRDC researches and activities.
The Committee’s functions are the following:
- Serve as resource for information on potential funding agencies like pharmaceutical companies national and international development agencies and local government units.
- Establish a system of resource sharing among MMHRDC member institutions.
Committee on Structure, Organization, Monitoring and Evaluation
(SOME)
The Committee on Structure, Organization, Monitoring and Evaluation (SOME) is in charge of institution membership, hiring of secretariat staff and selection of committee chairs and members. In the conduct of its functions, the committee shall ensure the stability and structural integrity of the MMHRDC, consistent with its Vision-Mission Statement. It shall be sensitive to cultural, socioeconomic, ecological, and political concerns of the member institutions.
The Committee’s functions are the following:
- Provide an interactive and participative environment for member institutions,
which shall lead to sound policy development and action. - Ensure the relevance of the MMHRDC organizational structure and its
operations to evidence-based health needs and outcomes.
ORGANIZATIONAL STRUCTURE
Shown below is the organizational chart of MMHRDC, which shows the Advisory Board as the governing body of the organization. Under the Advisory Board is the Steering Committee that also heads the Secretariat, which, in turn, has a staff led by the Consortium Director. The consortium operates through its six working committees namely, Research Management, Ethics, Research Utilization, Capacity Building, Resource Mobilization, and Structure, Organization, Monitoring and Evaluation, which are also directly under the supervision of the steering committee.
